What the Sufficiency Rating Measures

The sufficiency rating answers a single question: how sufficient is this bridge to remain in service? A score of 100 represents an entirely sufficient bridge; 0 represents an entirely insufficient one. Unlike a raw condition rating, it blends the bridge's physical condition with how well it serves modern traffic and how essential it is to the network, which is why it was used for decades to rank bridges for federal repair and replacement funding. As a rule of thumb, a rating below 80 once qualified a bridge for rehabilitation funding, and below 50 for replacement funding.

How It Is Calculated

The rating is the sum of three positive components minus a set of special reductions, each capped so the total lands between 0 and 100:

  • Structural adequacy & safety (up to 55 points): driven by the lowest of the superstructure, substructure, and culvert condition ratings and by the bridge's load-carrying capacity (its inventory rating). A structurally sound bridge that carries full legal loads keeps all 55 points.
  • Serviceability & functional obsolescence (up to 30 points): reflects how well the bridge serves traffic today, deck condition, lane and roadway width relative to traffic volume, vertical clearance, deck geometry, underclearances, waterway adequacy, and approach alignment.
  • Essentiality for public use (up to 15 points): weighs how disruptive losing the bridge would be, its daily traffic, the detour length if it closed, and whether it lies on a strategic highway network. An essential bridge in poor condition is rated less sufficient, because its deficiencies matter more.
  • Special reductions (up to 13 points subtracted): applied only to otherwise high-scoring bridges, for long detours, deficient traffic-safety features (railings, transitions, guardrails), or certain structure types.

How PlainBridges Computes It

The FHWA stopped publishing a ready-made sufficiency rating in the National Bridge Inventory when it moved its own reporting to the condition-based Good / Fair / Poor classification. The underlying inputs are all still published, though, so PlainBridges applies the FHWA's own Appendix-B formula to the inventory items for each bridge and shows the resulting score on the bridge page, broken into its four components. We label it as a PlainBridges-computed value, not an official FHWA figure, and our national average (about 82) lines up with the FHWA's historically reported figures - a check on the calculation. Where a bridge is missing an input the formula needs, we leave the rating blank rather than guess.

Treat the recomputed sufficiency rating as historical context, not a current verdict. A low score does not establish present funding eligibility, condition, posting, closure, or whether a bridge is safe to cross. How the historical average varies by state

PlainBridges' recomputed historical rating averages differ meaningfully by state, reflecting each state's own mix of traffic load, structure age, and maintenance investment feeding the Appendix-B formula. These are comparative context, not a ranking of state DOT performance, states with more heavily-trafficked or older networks naturally score differently on the formula's serviceability and essentiality components.
